故事发生在清末时期的浙江余杭县。靠替人写诉状为生的杨乃武（孙启新 饰）被已有婚约的小白菜（陶慧敏 饰）美貌倾倒，恰巧小白菜租下杨家临街房子，一来二去俩人产生了感情。小白菜自幼失去母亲，出身凄苦，杨乃武很是怜惜，让她帮忙在家做点杂活洗洗涮涮补贴家用。家中丫环葛三姑察觉两人私情，杨乃武嘱她不可外传，三姑答应下来。小白菜仰慕杨乃武才华横溢，便向其透露以身相许之意，杨乃武自知目前功不成名不就，允诺等乡试中举后定想法让她与葛小大解除婚约，自已则休掉毫无感情的杨詹氏，娶小白菜为妻。看似安排的周到圆满，谁知就此引发了震惊全国的天下奇冤......。Nero's reign.
